Samuel L. Shimer
Chairman. Mr. Shimer was appointed Chairman beginning March, 2020. He was appointed by the Board of Directors as a Class I director on April 15, 2001 to fill a board vacancy. He was appointed Senior Vice President, Mergers & Acquisitions and Business Development on February 12, 2003 and he terminated his employment with the Company on February 27, 2004 to join Whitney & Co., an asset management company. From 1997 to February 2003 he was employed by Counsel as a Managing Director. From 1991 to 1997, Mr. Shimer worked at two merchant banking funds affiliated with Lazard Frères & Co., Center Partners and Corporate Partners, ultimately serving as a Principal. Mr. Shimer earned a Bachelor of Science in Economics degree from The Wharton School of the University of Pennsylvania, and a Master’s of Business Administration degree from Harvard Business School.
Ross M. Dove
Director and CEO. Ross Dove previously served as Managing Partner of Heritage Global Partners (“HGP”), a global leader in asset advisory and auction services and a subsidiary of Heritage Global Inc.
Ross Dove has over thirty years of auction industry experience. Starting out at a small family auction house in San Francisco with his father and grandfather, Ross Dove became an industry pioneer and innovator, responsible for countless advancements and industrial auctioneering firsts. Before co-founding Heritage Global Partners with his brother Kirk Dove, he helped build a leading auction company into one of the largest and most respected global industrial asset and commercial property auctioneers today. His success has been widely chronicled in major publications, including Fortune, Forbes, the Wall Street Journal, Business Week, and the Economist, among others.
Director. Dave Ludwig is the President of Heritage Global’s Financial Asset division which comprises of the company’s National Loan Exchange (NLEX) and Heritage Global Capital subsidiaries. Dave developed NLEX™ from its start as a post-RTC sales outlet to the nation’s leading broker of charged-off credit card and consumer debt accounts. Considered a leading pioneer in the debt sales industry, Dave has been a featured speaker at dozens of industry conferences. He has been quoted in numerous publications including the New York Times, LA Times, Collections and Credit Risk, Collector Magazine, and serves as consultant and expert witness within the industry.
Since introducing NLEX™ to financial institutions in the early 1990’s, Dave has supervised the sale of over 5,000 portfolios with face value of $150 billion. Dave has a Bachelor of Science Degree in Economics from the University of Illinois, and has been in the financial industry for 25 years.
Director. Mr. Hexner was appointed by the Board of Directors as a Class II director on August 4, 2016. Mr. Hexner was Founder, CEO and Chairman of Wheel Works. He sold it in 1999 when it was ranked the 15th largest independent retail chain in the U.S. He then became President, COO, and CIO of Morgan Tire Company, dba Tires Plus, the 5th largest independent tire retailer in the U.S. He left Morgan at the end of 2002 after he helped build it to the largest independent retail tire chain in the U.S., with over 6,000 employees, and locations in 25 states. After leaving Morgan, he was President of the NCGA Foundation. During this time, he founded Youth on Course, raising over $1 million per year to provide a green venue for kids to learn values and life skills. He was then elected President of the Northern California Golf Association. In 2007, he co-founded and served as CEO and Chairman of SmartPillars, which developed and sold online marketing software. In 2010, he took over as managing partner of DealerFusion, an online video company. Both companies were sold in October 2014. He is currently Executive Chairman of Zoomvy, a new communications application with breakthrough co-browsing technology. Mr. Hexner is a graduate of Williams College and has a Masters of Mediation and Conflict Resolution from Creighton University.
Barbara A. Sinsley
Director. Barb serves as the Chief Legal Officer and on the Board of Directors for Remitter USA Inc., a fintech company and also serves as Chief Legal Officer for meldCX USA Inc, a commercial app building company. Previously, Barb was the General Counsel and Chief Compliance Officer of FactorTrust Inc., a credit reporting agency sold to TransUnion.
Barb has specialized in working with tech and fintech platform service providers specializing in payments, security, compliance, and data privacy legislation. She has worked closely with the CFPB, FTC, and State Legislatures to craft legislation and solutions workable both for the consumer finance industry and consumers.
She was a class-action litigator for many years and her Telephone Consumer Protection Act (“TCPA”) case, Mims v Arrow was heard before the U.S. Supreme Court in 2011. Barb is a native from Wisconsin and graduated from University of Wisconsin- Madison and received her JD from South Texas College of Law.
Kelly S. Sharpe
Director. Ms. Sharpe joined the Board of Directors in November, 2020 and brings over 20 years of extensive financial, operational and senior management experience in high growth companies. She has valuable expertise across several industries including many years in the Industrial Asset and Valuation sector at DoveBid Inc., helping to guide the growth of that company’s revenues 10X in the first three years of operation.
Ms. Sharpe currently serves as Chief Executive Officer of Exec Xcel Inc., an executive coaching and consulting company. Previously Ms. Sharpe held executive positions as Founder and Chief Executive Officer of Sharpe Energy in the energy sector, Chief Financial Officer for Openwave Mobility and Openwave Messaging in the mobile telecommunications industry, and Chief Financial Officer for Carrier IQ, Inc., a provider of mobile service intelligence solutions to the wireless industry. Ms. Sharpe started her career in public accounting with KPMG International and has made the San Francisco Bay Area, California, her home since.
Ms. Sharpe graduated from Clarkson University in New York with a Bachelor of Science degree in Accounting and Law and also holds an AAS degree from the State University of New York – Canton.
Director. Ms. Cho has over 20 years of experience as an attorney advising debtors, creditors’ committees, creditors, and purchasers. She is currently a partner with Pachulski Stang Ziehl & Jones in Los Angeles. Throughout her career, Ms. Cho has represented some of the largest companies in the United States to restructure billions of dollars of debt, and has counseled acquirers of assets out of bankruptcy, and committees of unsecured creditors across a variety of industries and asset classes, as well as representing U.S. debtors in cross-border proceedings. Ms. Cho is also experienced in representing foreign creditors, including Fortune Global top 20 companies, and is an expert on U.S. insolvency law in foreign proceedings. She earned a B.A., magna cum laude, from the University of California, Berkeley, and a J.D. from the University of California, Hastings College of the Law. Ms. Cho is admitted to practice law in California and New York.
